CENGİZHAN GÜNGÖR: MUĞLA’DA SU KRİZİ YOK, YÖNETİM KRİZİ VAR

Bodrum ve Milas’ın içme suyu ihtiyacı üzerinden Devlet Su İşleri’ni hedef alan iddialara sert tepki gösteren AK Parti Muğla İl Başkanı Cengizhan Güngör, yaşanan sorunun su yetersizliği değil, yerel yönetimlerin planlama ve işletme eksikliği olduğunu vurguladı.

DSİ HEDEF GÖSTERİLİYOR, GERÇEKLER ÇARPITILIYOR

“Son günlerde Bodrum ve Milas’ın içme suyu ihtiyacı üzerinden kamuoyunda bilinçli şekilde oluşturulmaya çalışılan algılar ve Dalaman–Akköprü Barajı üzerinden Devlet Su İşleri (DSİ) Genel Müdürlüğü’nü hedef alan haksız ithamlar nedeniyle bu açıklamanın yapılması zorunlu hale gelmiştir.

DSİ’nin görev alanı; su kaynaklarını bilimsel veriler ışığında planlamak, tahsis etmek ve havza bütünlüğünü korumaktır. Buna karşın, DSİ’nin sorumluluğunda olmayan altyapı yatırımlarının yapılmaması ve mevcut tahsislerin devreye alınmaması, kamuoyuna yanlış biçimde DSİ kaynaklı bir “su krizi” varmış gibi yansıtılmaktadır.”

AKKÖPRÜ BARAJI ÜZERİNDEN ALGI OPERASYONU

“Dalaman Çayı üzerindeki Akköprü Barajı’ndan Milas–Bodrum hattı için talep edilen yıllık 50 milyon metreküp içme suyuna ilişkin DSİ tarafından yapılan açıklamalar; tamamen mevzuat, planlama esasları ve kamu yararı doğrultusunda yapılmıştır. DSİ, hiçbir kenti ya da bölgeyi diğerine karşı kayıran bir anlayışla hareket etmemektedir.”

BODRUM İÇİN KAYNAK VAR, KULLANIM YOK

“Devlet Su İşleri Genel Müdürlüğü, Bodrum Yarımadası’nın içme ve kullanma suyu ihtiyacını yıllar öncesinden planlamış, tahsis etmiş ve ilgili yerel idarelerin kullanımına sunmuştur.

Bu kapsamda; Geyik Barajı ve yeraltı kuyularından alınan suyun Bodrum Yarımadası’na iletilmesi için gerekli tesisler ile Mumcular Barajı inşa edilmiş, Ekinambarı Bölgesi’ndeki kaynaklardan MUSKİ Genel Müdürlüğü’ne yıllık yaklaşık 63 milyon metreküp su tahsisi yapılmıştır.

Bu miktar, Bodrum’un yıllık yaklaşık 45 milyon metreküp olan içme suyu ihtiyacının çok üzerindedir. Ancak bu tahsis bugüne kadar MUSKİ tarafından kullanılmamıştır.”

İLAVE PROJELER DE HAZIR

“Tahsis edilmiş ancak devreye alınmamış kaynaklara rağmen, DSİ tarafından yıllık 13 milyon metreküp ilave su sağlayacak Bodrum Barajı Projesi de planlanmıştır. Böylece Ekinambarı kaynaklarından tahsis edilen 63 milyon metreküp suyla birlikte Bodrum Yarımadası için yıllık toplam 76 milyon metreküp içme ve kullanma suyu öngörülmüştür.”

SORUMLULUK YASAYLA BÜYÜKŞEHİRDE

“5216 sayılı Büyükşehir Belediyesi Kanunu, içme ve kullanma suyu için gerekli baraj, isale hattı ve tesislerin kurulmasını, işletilmesini ve suyun halka ulaştırılmasını açık biçimde Büyükşehir Belediyelerinin sorumluluğuna vermektedir.

DSİ, kendisine düşen görevleri eksiksiz şekilde yerine getirmiştir. Sorumluluğunu yerine getirmeyenlerin yaşanan sorunları başka kurumlara yükleme çabası, kamuoyunu yanıltmaya yöneliktir.”

‘SORUN SU DEĞİL, YÖNETİM’

“Açıkça ifade edilmelidir ki; Bodrum ve Milas’ta yaşanan sorun su yetersizliği değil, Muğla Büyükşehir Belediyesi’nin planlama ve işletme yetersizliğidir. Kamuoyuna saygıyla duyurulur.”

CENGİZHAN GÜNGÖR: THERE IS NO WATER CRISIS IN MUĞLA, THERE IS A GOVERNANCE CRISIS

Reacting strongly to claims targeting the State Hydraulic Works (DSİ) through the drinking water needs of Bodrum and Milas, AK Party Muğla Provincial Chairman Cengizhan Güngör emphasized that the problem is not a lack of water, but deficiencies in planning and operation by local administrations.

DSİ IS BEING TARGETED, FACTS ARE BEING DISTORTED

“Due to the deliberate attempts in recent days to create public perception through the drinking water needs of Bodrum and Milas, and the unjust accusations directed at the General Directorate of State Hydraulic Works (DSİ) via the Dalaman–Akköprü Dam, it has become necessary to make this statement.

The responsibility of DSİ is to plan and allocate water resources based on scientific data and to protect basin integrity. However, the failure to carry out infrastructure investments that are not within DSİ’s responsibility and the failure to activate existing allocations are being misleadingly presented to the public as if there were a ‘water crisis’ caused by DSİ.”

A PERCEPTION OPERATION THROUGH THE AKKÖPRÜ DAM

“The statements made by DSİ regarding the annual demand of 50 million cubic meters of drinking water from the Akköprü Dam on the Dalaman Stream for the Milas–Bodrum line are entirely based on legislation, planning principles, and public interest. DSİ does not act with an approach that favors one city or region over another.”

THERE ARE WATER SOURCES FOR BODRUM, BUT THEY ARE NOT BEING USED

“The General Directorate of State Hydraulic Works planned, allocated, and made available the drinking and domestic water resources needed for the Bodrum Peninsula years ago for use by the relevant local administrations.

Within this scope, the necessary facilities to convey water from the Geyik Dam and groundwater wells to the Bodrum Peninsula, as well as the Mumcular Dam, have been constructed. Approximately 63 million cubic meters of water per year has been allocated to MUSKİ General Directorate from the sources in the Ekinambarı Region.

This amount is well above Bodrum’s annual drinking water requirement of approximately 45 million cubic meters. However, this allocation has not been utilized by MUSKİ to date.”

ADDITIONAL PROJECTS ARE ALSO READY

“Despite the existence of allocated but unused resources, DSİ has also planned the Bodrum Dam Project, which will provide an additional 13 million cubic meters of water per year. Thus, together with the 63 million cubic meters allocated from the Ekinambarı sources, a total annual drinking and domestic water allocation of 76 million cubic meters has been projected for the Bodrum Peninsula.”

LEGAL RESPONSIBILITY LIES WITH THE METROPOLITAN MUNICIPALITY

“Law No. 5216 on Metropolitan Municipalities clearly assigns the responsibility for the construction, operation, and delivery of drinking and domestic water facilities—such as dams, transmission lines, and related infrastructure—to Metropolitan Municipalities.

DSİ has fully fulfilled its duties. Attempts by those who fail to meet their responsibilities to place the blame on other institutions are aimed solely at misleading the public.”

 ‘THE PROBLEM IS NOT WATER, IT IS GOVERNANCE’

“It must be clearly stated that the problem experienced in Bodrum and Milas is not water scarcity, but the planning and operational inadequacy of the Muğla Metropolitan Municipality.
